The new Italian rules for e-scooters

Italy's updated Highway Code introduces a significant regulatory shift for electric scooters (monopattini elettrici). From 16 May 2024, e-scooters used on public roads in Italy must comply with new requirements:

  • Registration plate: all e-scooters must display a registration plate issued by the relevant authority
  • Compulsory third-party insurance (RCA): without valid insurance, the e-scooter cannot legally be used on public roads
  • Helmet: compulsory for all riders, regardless of age
  • Speed limit: 25 km/h on roads, 6 km/h in pedestrian zones
  • Minimum age: 14 years old

What about e-scooters already owned?

Those who already own an e-scooter must register it and obtain insurance. E-scooters that cannot technically receive a plate because they do not meet the technical specifications are banned from public roads.

The fines

Non-compliance attracts significant fines:

  • No plate: fine of €100–€400 plus seizure of the vehicle
  • No insurance: fine of €849–€3,396 plus vehicle seizure
  • No helmet: fine of €50–€200
